Compliance Manager

Job Overview

The role will manage a team to provide assurance that the business operates within company’s policies, procedures and work instructions designed to ensure we comply with applicable laws and regulations. The role will be dedicated to verify and analyze that controls are operating effectively in the field, region, and headquarters.  

Key Responsibilities

Compliance Function Responsibilities

  • Manage work execution for optimal results including: audit programs and steps, sample selection criteria, analytics around medical activities and review documented procedures such as Work Instructions for continuous improvement
  • Develop work plan for each analyst or outsourced provider team
  • Develop & coordinate monthly analyses for each analyst to perform; review and consolidate results of analyses; perform additional analyses; develop themes and identify root causes of non-compliance
  • Review and approve each analyst’s reports 
  • Coordinate scope of work to avoid duplication and leverage knowledge with the other functions such as SFE team, BCF, the self-audit teams, internal audit, legal, corporate security, and other compliance teams
  • Regularly discuss compliance results & recommendations with the Management.
  • Report compliance issues in a timely manner and work with those responsible to implement changes to aid in resolution of issues noted and make process improvements
  • Assist with the monthly China Opcom presentation of results and recommendations
  • Conduct training on compliance matters including FCPA.  Be a resource to the business to ensure that policies are understood and followed 

Others

  • Work closely with the finance function, internal audit, and management to strengthen internal controls, the compliance framework in China, and the effectiveness of internal audits 
  • Develop positive working relationships with management to be viewed as a business partner and trusted advisor yet maintain objectivity
  • Make recommendations that provide management with insight into best practices and opportunities for increased efficiencies
  • Recommend ways to best leverage information or functionality in our global SAP platform, T&E system, SFA system, SIS system, etc 
  • Assist in handling compliance matters (as appropriate); to be coordinated at the direction of the Corporate Compliance team
  • Maintain professional certification(s), participate in continuing professional education, and stay abreast of best practices in audit techniques and process controls
  • Manage use of external consultants to supplement project work
  • Participate in other company initiatives/projects including due diligence, compliance plans, and special projects  
     
Knowledge, Skills and Abilities
  • Language: Mandarin and English fluency is required
  • Regulations: Knowledge of auditing standards U.S. GAAP is required; FCPA and WHO code a plus
  • Communication: Ability to present concisely and effectively in both oral and written format to all levels of management; distinguish and message accordingly relevant information for various audiences; willing and comfortable presenting in situations where there is resistance
  • Prioritization: Be highly organized and plan work for timely conclusion and meet expectations
  • Motivation: Positive coaching style that encourages team to work productively.
  • Customer Service Focus: Strives to deliver quality results to management, is approachable by various levels of staff, maintains an objective perspective
  • Relationships: Develops and maintains positive working relationships with personnel at all levels to optimize results
  • Self-Starter: Works effectively with minimal day to day supervision
  • Process Design and Analysis: Ability to analyze complex processes and conclude on the efficiency and effectiveness of the process and related controls
Education and Experience
  • Minimum Bachelor Degree holder
  • Certification – CA, CPA, CIA, CFE or CMA strongly preferred
  • 8 to 10 years’ experience in audit and compliance roles in a multi-national organization(s)
  • Health care industry experience strongly preferred
  • Compliance (such as US Foreign Corrupt Practices Act), regulatory, and investigation experience strongly preferred.
